    Nothing prevents a company with a contract with ACT of making its
   early versions of Gnat available to the public (the GPL will allow
   it), but no one seems to be motivated to do so.

My recollection (based on messages from Robert Dewar of ACT to
gnu.misc.discuss) is that your contract with ACT prohibits this.  And
I believe the RTEMs people (some of whom use Ada a lot) are
constrained by this.  But I'm not part of the Ada world so this could
be slander, sorry.
