The company owns the copy, and has the right to distribute it, but
that copy does not belong to the employee.  He does not have a copy
unless the company gives it to him.

Also, note that the requirement for distributing modified versions
under the GPL applies only _when they are distributed_.  If you don't
distribute them, there is no requirement about its license.
