In what cases are you thinking of things not being put up for FTP?

The decision to not release gcc 2.8 yet is really the FSF's, not Cygnus's.
(OTOH, I think that the feature that they were waiting for was something
related to exception handling that some Cygnus employee was supposed to
be responsible for; still, I think that there was no Cygnus release of
that feature, either.)
