Quite a few vendors, especially databases in the Linux world, are now
shipping source to their customer - but without rights to redistribute
it or use it without paying the vendor.  I imagine those vendors get
source patches, too.  They may receive fewer patches than the vendors
shipping GPL programs, but that could be due to choice of customers
instead of choice of licenses.
