I'll hazard one.

For any license which allows the use of subsequent versions of the
license, there is the option at some future point in time to place a
Uniform Public License (not necessarily the GPL, but hopefully close in
spirit and clarity) as the revision.  If this can be coordinated, the
convergence can happen.

As RMS has explained, the FSF is constrained by its charter and
copyright assignment terms to remain close to the spirit of the GPL. 
Likewise, YAPLs or YAOSLs (yet another...) would probably not be able to
radically change terms.  But hope for integration exists.

ESR has said he's working on something related to this.
