Clearly, there has to be some group of people who have access
to the bug database.  In some efforts, this includes the world.
In others, it only includes anointed developers.  Be that as it
may, the same folks who have access to the bug database should,
arguably, have access to information derived from it.

It may also be possible to publish sanitized reports that only
contain statistical information, though I can't think of any
such reports that would be of much interest to folks other than
developers and "managers" (read, project leaders), who should
have access to the whole database already.
