The BSD and X licenses let _everybody_ do that. The GPL generally allows
the author to do that. The author can insist that the copyright of patches
and additions be signed over to him if they are to be added to the main
source thread (the FSF does this), and then the author can issue them under
another license.

It was not my intent in writing the Open Source Definition to prohibit this.
