The new draft is a revision of the existing export control
regulations, which can be found easily from the page at:

	http://w3.access.gpo.gov/bxa/ear/ear_data.html

You can find 734.3(b)(3) at the link for Part 734, available in ASCII,
PDF, or Word Perfect formats.  That's a great section actually, since it
describes what kinds of published information are *not* subject to the
EAR (the Export Administration Regulations) and are thus freely exportable.

which is the Bureau of Export Administration main page.  Click on
