I suspect, rather, that certain elements at NSA have long since come to
believe that the current crypto export rules are a threat to national
security, and that this is the nose of a larger camel. Since NSA is also
interested in open source as a means of building higher assurance systems,
it would make sense for them to contemplate something like this.
