I don't know how you are contacting them, but if you want a VC firm to
respond, you generally need a personal introduction to a partner.
They get so many unsolicited business plans that in many cases they do
not even read them.  Actually, sending a business plan is a waste of
time; you need to send a short elevator pitch, and it needs to come
from somebody the VC knows.
