So they contract with a _broker_ who subcontracts to a vaporware
vendor who subcontracts to Russ?  Something's wrong with this picture.

I think the paperwork factor, already mentioned, is a lot more
plausible.  Plus a bit of the government version of the "elevator
pitch from somebody the VC knows."
