Among other places, they're more likely to show up at
conferences like SEPG (http://www.sei.cmu.edu/sepg/main.htm),
Usenix Tech (http://www.usenix.org/events/usenix03/) and OSCon
(http://conferences.oreillynet.com/) to see what's being presented than
to be trolling a list like FSB. 

There are probably even a few conferences specifically targetted at
configuration managment or revision control that a paper on arch would
be even more perfect for. Some of the more corporate-focused conferences
might even pay your way. Rather than tell the same mailing lists how
cool arch is every month or two, get out there and sell it to a fresh
audience.
