   Cygnus customers are companies willing to spend fairly significant
   amounts of money to solve their software problems.  Why should they
   waste money by turning around and making the software available?

Perhaps more to the point, why should they pay to improve their
competitions ability to produce products?  In the corporate view,
there is high negativity associated with explaining how they get
things done.
