The underlying tax algorithms _should_ be the same for all accounting
software to be used in France in a given year.  It's the law after all.

Therefore that's a fine example of infrastructure that should be
publically available to anyone, with the government involved somehow.

But the accounting software which sits around the tax algorithms -
pretty interfaces and such - that does not need to be centrally
funded.
